ROVANIEMI, Finland?? How do you observe dawn-to-dusk fasting when there is neither dawn nor dusk?
It's a question facing a small but growing number of Muslims celebrating the holy month of Ramadan on the northern tip of Europe, where the the sun barely dips below the horizon at this time of year.
In Rovaniemi, a northern Finland town that straddles the Arctic Circle at 66 degrees north, the sun rises around 3:20 a.m. and sets about 11:20 p.m. That means Muslims who observe Ramadan could be required to go without food or drink for 20 hours.
'Common sense'
In a few years, Ramadan will begin even closer to the summer solstice in late June, when the sun doesn't set at all.

"We have to use common sense," said Mahmoud Said, 27, who came to Finnish Lapland from Kenya three years ago.
To Said, that means following the fasting hours of the nearest Muslim country: Turkey.

"It involves 14 or 15 hours of fasting which is okay, it's not bad," said Said, who works for a non-governmental organization helping immigrants settle in the area. He estimates there are a little over 100 Muslims in Rovaniemi, mainly from Iraq, Somalia and Afghanistan.
Increasingly pressing issue
There is no unanimity on how to deal with the issue, which is becoming more pressing as more Muslim immigrants find their way to sparsely inhabited areas near the Arctic.
In Alaska, the Islamic Community Center of Anchorage, "after consultation with scholars," advises Muslims to follow the fasting hours of Mecca, Islam's holiest city.
Google brings Ramadan traditions online
The Dublin-based European Council for Fatwa and Research, however, said Muslims need to follow the local sunrise and sunset, even up north.
"The debate on how to do this in the north has been on going on for a few years," said Omar Mustafa, the chairman of the Islamic Association of Sweden. "We fast according to the sun. As long as it is possible to tell dusk from dawn. This applies to 90 percent of Sweden's Muslims."
The few Muslims who live so far north that they are awash in 24-hour daylight should follow the daylight hours the closest city in Sweden where you can tell dawn from dusk, he said, noting that it is permitted to break the fast for health reasons.

Kaltouma explains that she gets up early and works until the afternoon, then starts cooking the family's iftar meal around 5 p.m.
"The time of Ramadan fasting is very long, and breaking the fast can be around 11:30 in the evening. The time you're supposed to eat your breakfast is 2 o'clock in the morning," the 31-year old said.
Tennessee Muslims feel blessed this Ramadan
In the kitchen, Kaltouma's two daughters ? aged 11 and 6 ? help prepare the food. They fry chicken and pastries filled with tuna in scalding hot oil. A pot of rice simmers on the stove while one girl kneads cornmeal dough which they'll dip into a chicken broth and eat with their fingers ? traditional Sudanese style ? a few hours later.
Finding halal food also a challenge
Apart from the late sunset times, Kaltouma said the lack of "Muslim food" locally in Rovaniemi can be a challenge. She sometimes has to wait several days for halal meat and other traditional ingredients to come from the larger cities of Oulu, or Helsinki in the south.
Ramadan to spark 'traffic chaos' near Olympic site?
Even though, technically, there is nightfall in Rovaniemi at this time of year, there is no true darkness. Instead, there's a gray gloaming with occasional dappled rays of sun reaching over the northern horizon, giving the city a mystical quality even in the supposed dead of night.
The dates of Ramadan change according to the lunar calendar, moving back 11 days each year. That means that by 2015 there will be no sunset for a month when Ramadan falls closer to midsummer.
Still, Kaltouma says "there is going to be at least 10 minutes for us to break the fast."
She said there is one positive aspect of observing long fasting hours in the Arctic during Ramadan: the cool temperatures.
"Unlike Africa, here in Finland you don't get thirsty often. No matter how long you fast, you don't get the urge for water."

KUALA LUMPUR/SINGAPORE (Reuters) - Asia's largest hospital operator IHH Healthcare Bhd
IHH raised $2.1 billion in a share sale that confirmed Malaysia's status as Asia's current IPO capital following the strong debut last month of plantation giant Felda Global Ventures Holdings
The stock opened 9.6 percent above its IPO price of 2.80 ringgit on the Malaysian stock exchange, within the expectations of analysts who had predicted a bounce despite the backdrop of tottering global equity markets and pulled listings.
Its Singapore debut
"We are quite happy with the start of our stock trading even though it is just under 10 percent premium. It shows a vote of confidence from investors towards us," IHH Managing Director Lim Cheok Peng told reporters in the Malaysian capital.
By 0332 GMT, Malaysian IHH shares had risen as much as 13.9 percent to 3.19 ringgit with the help of domestic funds, while shares in Singapore climbed 11.4 percent to S$1.24.
Malaysia, where the government has a heavy hand in the economy and the equity market is dominated by local investors and large domestic pension funds, has defied a gloomy trend that has seen several IPOs pulled due to a lack of investor interest.
And there are more IPOs in the pipeline. Malaysian tycoon Ananda Krishnan is expected to list the local operations of pay-TV firm Astro All Asia Networks Plc in the fourth quarter in a deal that could raise as much as $1.5 billion, while the world's largest condom maker, Karex, is considering an IPO.
Singapore, on the other hand, had to contend with motor racing firm Formula One delaying its $3 billion dollar IPO. Most recently, Ascendas Hospitality Trust had to cut a planned listing in the city state by 13 percent after being forced to exclude a South Korean hotel chased by creditors.
EXPOSED TO HEALTHCARE
IHH is the healthcare arm of Malaysia's state investor Khazanah Nasional
It joins the likes of Kuala Lumpur-listed KPJ Healthcare Bhd
The stock is set to lead investor exposure into a region where rising incomes and a growing middle class in China, India and Southeast Asia are boosting demand for better medical services.
"Given IHH's size, I won't be surprised to see them incorporated as a component of the STI (Straits Times Index), so some funds may be taking positions first," said Ng Kian Teck, lead analyst at Singapore-based SIAS Research.
"There are not many healthcare plays here, especially of IHH's size but valuations are not cheap."
IHH, which counts Japan's Mitsui & Co and Dubai-based Albraaj Capital as shareholders along with Khazanah, has expanded rapidly in the past few years and now employs 24,000 people in 30 hospitals as well as medical centers and clinics.
It added Turkish hospital group Acibadem AS , Singapore's Parkway Holdings and India's Apollo Hospitals Enterprise Ltd to its local holdings Pantai Hospitals and International Medical University.
MIXED VIEWS
Analysts' views are mixed on IHH's earnings growth outlook, with some saying it could struggle to achieve synergies from its large, complex operations extending from Malaysia and Singapore to Turkey.
In contrast, TA Research said IHH's strong earnings growth outlook and favorable geographic diversification warrants the IPO price that values it at a 20 percent premium to its peers.
At 2.80 ringgit a share, IHH trades at a historical price-to-earnings ratio (PER) of nearly 60 times, and 46 times forward PER based on Public Investment Bank's estimate of earnings per share of 6.1 sen for 2013.
IHH's Lim said the firm was working towards a unified vision for its Turkish and Southeast Asian units and left the door open for dividends.
"We do not have any dividend policy at this point, it depends on the cash flow. If we do not need to spend on capex and expansion and have excess cash, we will return the money back to the shareholders," he said.
IHH's IPO consisted of 2.23 billion shares with an over-allotment option of up to 170 million shares, putting the total offering at $2.1 billion.
The institutional component of the offer was oversubscribed by more than 100 times. Despite strong demand, the IPO was priced slightly below the top of a 2.67-2.85 ringgit range to "leave something on the table", one source involved in the deal said.

BEVERLY HILLS, Calif. (AP) ? Sharon Osbourne said Tuesday that she's ready to say goodbye to NBC's "America's Got Talent," taking the network by surprise.
In a posting on Twitter, Osbourne addressed "my darling" fellow judge Howard Stern and said, "money is not the reason I'm not returning" to the show. Her tweet trailed off with "it's because ...." and didn't elaborate.
Her message was unexpected, NBC Entertainment Chairman Robert Greenblatt told a meeting Tuesday of the Television Critics Association.
"This is coming out of context and sort of spontaneously, and we don't even know what's going on. And it's probably much ado about nothing," Greenblatt said, declining to comment further.
Osbourne has a multi-year contract with the series, said a person familiar with the production. The person, who lacked authority to discuss the issue publicly, spoke on condition of anonymity.
"America's Got Talent," which is now airing its seventh season, added Stern to the judges' panel this year and moved the production from Los Angeles to New York to accommodate him. Howie Mandel is the show's third judge.
Osbourne's representative did not immediately respond to a request for comment.
The tweet from Osbourne, co-host of "The Talk" and wife of rocker Ozzy Osbourne, appeared to refer to one posted Monday on the account for shock jock Stern's radio show.
Stern "isn't sure if he'll do another season and says Sharon Osbourne may not come back unless she gets more money," the tweet read.
Asked whether Stern intended to stay with the show, Don Buchwald, his agent, responded by email that "we do not respond to inquiries of this sort."
Earlier Tuesday, Paul Telegdy, NBC entertainment president of alternative programming, told the critics' meeting that he was "thrilled" with Stern.
Looking beyond this season, Telegdy added, "We'd be delighted if Howard wants to come back."
