World stocks rise on expectations of China easing

BANGKOK (AP) ? World stock markets rose Monday after a contraction in China's manufacturing boosted expectations of more stimulus to help the world's second-biggest economy.

An industry group said on the weekend that China's purchasing managers' index, which reflects manufacturing activity, fell to 49.2 in August from July's 50.1 on a 100-point scale. Numbers below 50 show a contraction. It was the group's weakest reading to date.

That fueled doubts about whether China has started to recover from its deepest economic downturn since the 2008 global financial crisis. China's economic growth fell to a three-year low of 7.6 percent in the second quarter. Corporate profits and other indicators have fallen despite government stimulus measures.

"The numbers were really bad, and many people believe that the government will have to do something to increase liquidity," said Francis Lun, managing director of Lyncean Holdings in Hong Kong.

European stocks opened higher. Britain's FTSE 100 gained 0.5 percent to 5,737.74. Germany's DAX added 0.4 percent to 6,997.37 and France's CAC-40 rose 0.5 percent to 3,428.97.

Markets in the U.S. will be closed for the Labor Day holiday.

Asian stocks were mostly higher. Japan's Nikkei 225 shed earlier gains to close 0.6 percent lower at 8,783.89. Hong Kong's Hang Seng added 0.4 percent to 19,559.21 and South Korea's Kospi climbed 0.4 percent to 1,912.71.

Australia's S&P/ASX 200 rose 0.3 percent to 4,329.70. In mainland China, the Shanghai Composite Index rose 0.6 percent to 2,059.15 and the smaller Shenzhen Composite Index jumped 1.9 percent to 854.76. Benchmarks in Taiwan and Indonesia also rose. Singapore and India were lower.

Many investors were also consoled by Federal Reserve Chairman Ben Bernanke's speech Friday in which he suggested that more central bank action was possible to support the U.S. economy.

Investors have been watching to see whether the Fed will buy more bonds to further lower long-term interest rates. The Fed has already undertaken two rounds of bond-buying, known as quantitative easing, in order to spur lending and growth.

"Although Fed Chairman Bernanke did not categorically state that a third round of quantitative easing or QE3 is on the cards ... the prospects are more likely than not for more Fed balance sheet expansion," analysts at Credit Agricole CIB in Hong Kong said in a market commentary.

Chinese property stocks jumped on speculation that the Chinese central bank will make more money available for investment. Shanghai-listed Poly Real Estate Group Co. surged 7.7 percent. Hong Kong-listed China Resources Land gained 4.8 percent.

But Japan's Sharp Corp. plummeted 6.1 percent after Kyodo News reported the struggling electronics maker was considering slashing employee bonus payments.

Benchmark crude for October delivery was down 18 cents to $96.29 a barrel in electronic trading on the New York Mercantile Exchange. On Friday, crude rose $1.85 to end at $96.47 per barrel.

In currencies, the euro rose to $1.2570 from $1.2560 late Friday in New York. The dollar rose to 78.36 yen from 78.31 yen.

Obama's Labor Day: Politics, presence in the Gulf

TOLEDO, Ohio (AP) ? Barreling through the presidential campaign's competitive states, President Barack Obama will detour deep in the South on Labor Day, long enough to offer a presence and promises of help to those flooded out by Hurricane Isaac.

Obama will mix politics and presidential empathy on a holiday traditionally known as an election-year turning point, with summer closing and more voters paying attention to the race for the White House. Obama shortened his campaign schedule after Isaac pounded the Gulf Coast, but he will still rally the labor vote in Ohio on Monday.

In Louisiana, Obama will visit one of the areas hardest by the hurricane, St. John the Baptist Parish, about 30 miles west of New Orleans. Obama will view the storm damage and assess recovery efforts before addressing reporters. His rival in the White House race, Republican Mitt Romney, visited the state on Friday after accepting his party's presidential nomination one night earlier.

For both men, showing election-year concern for people recovering from a disaster without making an overt political event of their visit has been a priority. The White House offered no criticism when Romney, a private citizen determined to oust Obama from his job, drew attention to the needs of the people of Louisiana ? and himself ? with his visit to the state.

Obama too has been regularly calling state officials, mayors and other officials to show support and command of the federal response. He has done so while juggling campaign rallies in Iowa, Colorado and now Ohio and working on his convention speech while aboard Air Force One. The Democratic National Convention begins Tuesday; Obama will speak on Thursday night.

Days after Isaac passed, roughly 200,000 people across Louisiana still lack power, and thousands of evacuees were in shelters or staying with friends or relatives.

Obama begins by trying to win over voters in Ohio, one of the seven most contested states likely to decide the Nov. 6 election.

Speaking to the United Auto Workers, Obama is expected to emphasize his support of the auto bailout that Romney opposed. The recoveries of General Motors and Chrysler have been recurrent themes in Obama's re-election campaign, particularly in states such as Michigan and the battleground of Ohio.

"When the auto industry was on the verge of collapse, he said, 'Let's let Detroit go bankrupt,'" Obama said of Romney during a campus rally in Boulder, Colo., on Sunday. "I've got a different vision for America. I bet on American workers and I bet on American manufacturing. And today, the U.S. auto industry has come roaring back."

The Obama Administration?s plans to increase taxes in 2013 won?t hit all small business owners equally. Owners of successful S-corps and partnerships, it turns out, are most likely to face a tax increase.

The economic impact of the administration?s tax plans, particularly their impact on small business is a major political issue. Ernst & Young LLP just released a report, Long-Run Macroeconomic Impact of Increasing Tax Rates on High-IncomeTaxpayers in 2013, commissioned by several business groups, which shows that the tax increases that the President has put in place or would like to put in place in 2013 would have long term negative effects on the economy, including cutting output by $200 billion and eliminating 710,000 jobs.

The left-leaning Center on Budget and Policy Priorities has countered that these claims are overblown. In particular, they argue, few small businesses will be affected by the tax increase.

Citing a recent Treasury Department study, Methodology to Identify Small Businesses?and Their Owners, they explain that less than 3 percent of small business owners are taxed in the top two brackets (which would face tax increases under the plan) when small business is defined as the Treasury Department does in its study.

I have pointed out that the two sides are focused on different dimensions of the debate, with the Democrats concentrating on the number of small business owners affected by the tax increase and the Republicans stressing the impact on income and employment.

I don?t want to rehash what I have written about before, nor do I want to discuss whether ?true? small businesses are affected by the tax increase; whether the wealthy would bear more than their fair share of the increase; or whether tax increases really lead small business owners to invest and hire less, all of which have been addressed by others.

I just want to point out that the President?s tax plans would affect different types of small business owners differently. Many more small business owners who run partnerships and Sub Chapter S corporations will face higher taxes than small business owners who run sole proprietorships. That?s because S-Corps and partnerships tend to generate more income.

Of the 30.2 million pass through businesses that the Internal Revenue Service (IRS) estimates are in operation in the United States, 77 percent are sole proprietorships.

According to the Ernst and Young report, only 2 percent of sole proprietors have income that would subject them to higher taxes under the administration?s plan. By contrast, Ernst and Young estimates that 13 percent of Sub Chapter S corporation owners and 12 percent of partnership owners will pay higher taxes if all the proposed changes go through.

The effects on income are even more extreme because the income of S Corps and partnerships is more skewed than the income of sole proprietorships. Ernst and Young?s analysis shows that the tax increases will hit only 24 percent of sole proprietorship income, but 73 percent of S Corp income and 70 percent of partnership income.
