Morsi Is Sworn in as Egypt's President

Egypt's newly elected president has sent an implicit message of reassurance to Israel in his first major address after taking office, but he also pledged support for the "legitimate rights" of the Palestinians.

Islamist Mohammed Morsi said Saturday that his administration will continue to honor its international treaties ? a thinly veiled reference to the Egyptian-Israeli peace treaty.

Relations between the two neighbors have become particularly tense since last year's overthrow of Morsi's predecessor, Hosni Mubarak, who had forged close ties with the Jewish state during his 29-year rule.

Morsi was sworn in Saturday as Egypt's first freely elected president and the Arab world's first Islamist head of state.

The rise to power of Egyptian Islamists has been a source of alarm among many Israelis.

Robot With Super Powers Plays Rock, Paper Scissors

First chess, now this:

Here's a robot from Ishikawa Oku's physics lab at the University of Tokyo that plays rock, paper, scissor and always beats the human, every single time. Because the team that built it gave it a superpower.

An innocent human is invited to sit opposite the robot. Instead of going "Rock, paper, scissors, shoot!" as we do in America, in Japan, they go "Three-two-one..." and then flash their choice: fist for rock, flat hand for paper, two fingers for scissors.

Here's the difference. There's a high-speed camera in the room that can analyze the angle of a human's wrist joint (which predicts our next move) in one millisecond. That's much faster than our brains can do it, so the camera tells the robot what we've done almost the instant we do it, and therefore it can counter perfectly.

It looks like the robot is playing fair, choosing as we choose, but that's an illusion. It already knows.

This technology, say the physicists, "can be applied to "cooperation work between human beings and robots, etc., without time delay." Which I guess is supposed to make us feel better.

I'm trying to think of why I might like one. Maybe I could use it as a dance partner. Whatever move I make, no matter how flakey, it would instantly follow. It could be my Ginger; I'd be Fred Astaire.

Or I could park it under a ladder knowing it would always be there if I fall. But I'd never, ever play games with it: not rock, paper, not dodge ball, certainly not paint ball. Anything that loaded with wires and gizmos is probably a hustler, and I may not be smart, but I'm not an idiot. If it's not on my side, I'm not playing.

SC regulators delay Duke Energy-Progress Energy deal

The $26 billion Duke Energy-Progress Energy merger will not happen Sunday, as the companies hoped. The S.C. Public Service Commission has decided to hold a special meeting on Monday to act on the part of the merger it must approve.

The companies have said from the outset that South Carolina has no statutory authority to accept or reject the merger. But the state must approve a proposal that the power plants of Duke Energy Carolinas and Progress Energy Carolinas will operate as a single fleet.

The S.C. commission has questioned the power companies' reading of their authority. But if the companies are right, then they could go ahead and close the deal Sunday. But Progress spokesman Mike Hughes says the companies have no intention of doing so.

"Assuming a favorable vote by the commission, we plan to close the merger Monday afternoon," he says.

Public notice

The companies had hoped to close the deal before the end of last year. That fell through when federal regulators raised objections. Those were finally resolved just three weeks ago.

The clerk of the S.C. commission posted notice today that the board would meet at 11:30 a.m. Monday at its office in Columbia to discuss the companies' proposal to jointly operate their two utility fleets. The commission was under no obligation to act before the power companies' July 1 target date for closing the deal.

The N.C. Utilities Commission approved the merger earlier today.

Delaying the deal by one day is not a major issue for the companies. But they had hoped to be able to merge at the start of the third quarter for accounting reasons. It would simply be easier for earnings reports to have the two companies combined as the quarter started July 1.
